Just like the Google speak around how what you spend with Google Ads has no influence on your Google organic results – Bing is the same. Bing’s Frédéric Dubut said they to do not allow what you spend with Microsoft Advertising (former Bing Ads) to influence your organic rankings in Bing.
Frédéric Dubut, who works with the Bing spam team, said this at SMX Advanced this week and confirmed so on Twitter:
The status of a site as a @MSFTAdvertising customer is not available to folks working on @Bing organic results. Sometimes webmasters volunteer the information as part of a reconsideration request and we make it clear in our reply that it has no bearing whatsoever on our decision. https://t.co/nvcceEaEfF

So if you try to bribe your way to the top of the Bing search results page, it probably is not going to work.
